Who and What: Dr. Bruce Messinger, Superintendent of the Boulder Valley School District, and Dr. Don Haddad, Superintendent of the St. Vrain Valley School District, will be the featured speakers at the Fall Kick-Off Meeting of the League of Women Voters of Boulder County. They will talk about the “Colorado Commits to Kids” initiative that is expected to be on the November 5 ballot. It will most likely be numbered “Amendment 66.” This initiative proposes raising the state income tax from 4.63% to 5% for incomes under $75,000 and 5.9% for incomes over $75,000. It will repeal a section of Amendment 23 that requires funding for public education to increase at the rate of inflation and replaces it with a provision to set aside a minimum of 43% of state income tax collections for public education. The initiative is expected to raise close to $1 Billion. The additional money will be locked in the new State Education Achievement Fund where it can only be used for education reform, rural schools, classroom technology, early childhood education, full-day kindergarten and preschool, gifted and talented students, at-risk students, and English language learners. There will be time for Q and A at the meeting.
